Osland is the director of NUPI, with a background in anthropology and political science. She was previously a senior researcher at the same institute and her Ph.D. thesis compared international police reform in post-conflict countries including Afghanistan, Bosnia and Herzegovina, Kosovo, Serbia, and South Sudan.
